Probably made for Liberty & Co., London. An Arts & Crafts pewter muffin dish or food warmer, the whiplash handle sits astride the dome lid, and the handle foot is inset with a Ruskin Jewel. Inside, you have a separate warming tray that sits above hot water, keeping the food inside nice and warm.
